就當前教師語文基準問題
立場書*
1.
設立適切的語文基準,有助確立教師發展的專業階梯,促進語文教學質素。當前語文基準風波,形成政府、教師、社會三方對立局面,對確立教育專業地位,與推行教育改革,皆有負面影響。
2.
教統局擬於本年十月推行的語文基準測試計劃,出現以下問題:
只設定單一項語文基準,忽略中學與小學教育的不同需要;
現行語文基準偏向強調教師語文能力,未能顧及評估教師整體課堂教學效能;
短期內要求全體主教、兼教英語及普通話教師通過語文基準測試,輕視教師實際接受意願及當前學校教師編制與教學安排問題,亦忽視教師供應的現實問題。
3. 教統局應為在職而又願意接受培訓的教師,提供具質素的語文訓練,以普遍地提高及持續改善教師語文教學水平。當前就有關培訓課程的安排,包括培訓學額、課程內容與學習評核皆未有正式公布,即倉卒推出基準測試,有欠規劃。
4.
普通話基準測試接受部分考卷豁免,英語基準豁免在催逼下只提出極粗疏的可能考慮方案,教統局對於整體豁免機制的建立,表現缺乏誠意。
5.
教師為提升個人專業資歷,有權選擇報讀教育當局提供的語文培訓課程,或語文基準測試,政府亦可將相關課程或測試資歷,定為教師升職的一項條件。

教師語文基準,涉及教師專業發展與專業地位的確立,我們作出以下建議:
教統局應在基準測試、培訓課程、豁免機制三方面同時措置妥當—「三途並進」,始適宜公布整套語文基準方案。
教統局既然準備未周全,政府應暫緩本年十月語文基準測試,重新檢視現行整套方案,並從速邀約具影響力的教師團體、瞭解教育前線的語文教育學者,以及學歷評審局、考試局等代表,再作深化研究,並將整套方案交由即將成立的教學專業議會(GTC)執行。
大學教育學院及香港教育學院須嚴格規定語文本科畢業生達致足夠的專業水平,以符合豁免語文基準的要求。
教統會及相關諮詢組織,繼續跟進研究提升學生語文水平的各項措施。

*教評會代表於1/6/2000與多個教育團體會晤教育署署長、教統局局長、師訓會主席等,本會代表於會上提出本會立場意見,除本會建議第6項不適用於本年九月入職之新教師外,教統局等官員接受相關意見及建議,並於會後即時回應傳媒,表達政府原定政策的錯誤,有關會議內容及語文基準的新安排,可閱覽各傳媒的相關報導。
